Eye OT inaugurated at Aalo

AALO, Aug 18: The completely renovated Eye OT (operation theatre) with air conditioning, cool water storage machine and equipments sponsored by Tumnya Karbak and initiated by Lions Club of Aalo was inaugurated by MLA Nyamar Karbak on August 15.

Addressing a meeting organised by the Lions Club of Aalo at General Hospital, Karbak said that any little contribution by way of gesture towards health delivery system can come handy for the suffering people and urged the club to live up to its commitment.

The hospital needs infrastructure and proper planning after its up-gradation to General Hospital, he said and stressed on fund mobilisation on self help basis to meet up petty initial requirements without depending all on government.

West Siang Deputy Commissioner Pige Ligu said that health delivery system is surging under the supervision of the present DMO and medical fraternity should go ahead in a cohesive unit to meet challenges ahead. He appealed to the MLA to look into the urgent needs of the hospital.

Ogong Tamuk, on behalf of the Lions Club of Aalo spelt out the initiatives taken by the club in health and education sector.

DMO Dr. Marbom Basar and Medical Superintendent Linya Lollen highlighted the various problems faced by the hospital.

Dr. B. Bam disclosed that eye department has carried out 302 cataract surgeries, detected 256 cases of eye diseases along with regular OPD case despite limited basic ophthalmic equipments. DIPRO

 

Rebia provides ceiling fans, water purifiers for Kimin GHSS

ITANAGAR, Aug 18: Keeping his promises, local MLA and Legislative Assembly Speaker Nabam Rebia has provided 27 ceiling fans and 11 water purifiers (filters) to Govt. Hr. Secondary School, Kimin.

All the ceiling fans and water filters were installed and fitted in the school by electrical and PHE department, informed school Principal Bomgi Doke.

It is worth mentioning here that Rebia on his visit to Govt. Hr. Sec. School last month assured the students for early installation of ceiling fans and water filters for each class.

 

ANSU-USU supports creation of Kamle district

ITANAGAR, Aug 18: All Nyishi Students’ Union, Upper Subansiri Unit (ANSU-USU), in a release stated that it supports the creation of the new district Kamle bifurcating parts of Upper Subansiri and Lower Subansiri districts which come under Raga Assembly Constituency.

ANSU-USU claimed the people of Upper Subansiri are in favour of creation of the new district for the social interest and better future for upcoming generation.

The students union said that the memorandum submitted to Upper Subansiri Deputy Commissioner opposing inclusion of few villages in the proposed new district is nothing but an act by some persons with vested interests.

The union demanded Raga MLA Tamar Murtem to establish the headquarters of the proposed Kamle district in “no man’s land” area and independent ADC Office either at Gepen or Tarpo at Don village.

 

Forest beat house inaugurated in Telam

ITANAGAR, Aug 18: The newly constructed Forest Beat office of Telam in East Siang district was inaugurated by social worker Komnga Karlo on August 15 last. Avenue plantation at Mariyang conducted

ITANAGAR, Aug 18: More than 150 saplings of various species were planted at Mariyang town by Modi Welfare Society to mark post 66th Van Mahotsav with a motto to “Clean Mariyang, Green Mariyang” on Aug 14. Mariyang-Geku MLA Olom Panyang along with officers and public leaders participated in the day long programme and provided fences for the young plants. He emphasised on the need of plantation in conservation of ecosystem and encouraged the citizens to take part in such programmes.

The programme was organized in memory of late Atti Modi.

 

Ravi Jha joins as Tirap DC, convenes coordination meeting

KHONSA, Aug 18: Ravi Jha, an IAS officer of 2011 batch, joined as Tirap Deputy Commissioner on August 12. He has joined in place of former Tirap DC Late Kamlesh Joshi who was killed in a tragic chopper crash on  August 4.

Prior to his joining at Khonsa as DC, Jha was Special Secretary, Home at Itanagar. Soon after his joining, Jha had met the HoDs to have a firsthand information about their departments.

Addressing a coordination meeting of all heads of Govt departments here today, the DC sought the willing cooperation of all the departments to implement the government schemes effectively. He said that his door was always open for all those who required his help and guidance.

Earlier, the HoDs apprised him about some of the problems, scopes and challenges pertaining to their respective departments. DIPRO

 

Duly Kamduk is new Tawang DC

TAWANG, Aug 18: Duly Kamduk has taken over the charge of DC Tawang. A 1993 batch APCS officer, this is his third stint in the district. He earlier served as EAC in Tawang during 1993-1999 and as ADC at Jang during 2008-2012. Prior to the present assignment, he was Director, Department of Tirap Changlang and Longding (DoTCL).

Toppers felicitated

ITANAGAR, Aug 18: As part of the 69th Independence Day celebrations, the Ubu Banggo Students’ Union (UBSU) organised Pokir Sora Academic Excellence Award 2015, felicitation programme for the toppers of the recently concluded AISSCE Class XII and Class X from Ubu Banggo area at Government Secondary School, Nikte in West Siang.

The award has been instituted in memory of late GB of Tabasora (Mendi Hibar Village) Pokir Sora, who was an excellent orator, priest and custodian of local tradition.

Kodum circle HGB Nyaken Ori, who was the chief guest on the occasion, gave away a cash prize of Rs. 10,000 and Rs.5000 each along with certificates to the meritorious students.

Those awarded include; Moji Sora of Class XII (Sc) (85%), Maryum Sora Class XII (Hum) (73.8%), Dugrik Ori Class X (8.4 CGPA), Goyir Ori Class X (8.0 CGPA) and Shima Sora Class X (7.2 CGPA).

 

APCA teams for AICU seminar

ITANAGAR, Aug 18: An-eight member team from Arunachal Pradesh Catholic Association (APCA) led by its president Taw Tebin left here for Delhi to attend inter religious national seminar scheduled to be held on August 23 organised by All India Catholic Union (AICU).

Other team members are Nabam Pekhi Secretary General, Munthang Mossang, President Miao Diocese, Yangli Hontok Secretary Miao Diocese, Taring Kumar President Kra Daadi District unit, Toku Tagu, Secretary Kra Daadi District unit and three other Women Member representatives.

Nabam Pekhi Secretary General will also present the report of the activities of the APCA in the meeting.

 

Gain more skills for better avenues, Byaling

DAPORIJO, Aug 18: Minister Home, Power & NRE Tanga Byaling expressed his dismay over the small number of graduating students in the first batch and hoped for an improved number in the future. He advised the students to concentrate on gaining more skills and qualifications to be eligible for better jobs and better prospects in life.

Byaling was addressing the first batch of 28 graduates of Government College Daporijo who were felicitated in a ceremony attended by the Byaling, MLA Dikto Yekar, DC Komkar Dulom, SP Taru Gusar, HoDs, the teaching faculty and students at the college campus today.

The Minister advised the students community to concentrate on studies as against any other work as they were the future of the district and would have a say in shaping the future prospects of the place. He also advised them to respect the teachers and inculcate the feelings in youngsters as it was the teachers who had a large hand in shaping their lives and providing them with knowledge.

Local MLA Dikto Yekar and DC Komkar Dulom also spoke on the occasion advising the students to become good examples for the future generations of students by their good work and deeds. They too advised the students to gain more skills, qualifications and knowledge before they entered the workforce to be better equipped in life.

The teaching faculty and administrative faculty of the college who had a contributing role in the establishment and functioning of the college too were felicitated on the occasion. (DIPRO)

 

Tuki visits home constituency

ITANAGAR, Aug 18: Chief Minister Nabam Tuki in his short whirlwind tour to his home constituency Sagalee on Monday inspected various ongoing projects of State and Central sponsored programmes. ITI for women, augmentation of water supply and mini secretariat were among few sites which the CM took a round of.

He also laid foundation stones of outdoor stadium and new community health centre building during the visit.

During a meeting with district heads, heads of offices of Sagalee and PR leaders at Pil Putu, he expressed satisfaction over the quality of work. Tuki however directed the works department to maintain high standard quality during execution of work and advised not to make any compromises whatsoever. He further informed the officers of new developments taking place like replacement of State development council in place of State Planning Board for increased efficiency and realistic development of the state. CM further briefed the gathering on preparation of a holistic Vision 2030 for the state and sought constructive suggestions from all the stakeholders.

He categorically directed ADC Sagalee to coordinate with the skill development department to immediately make functional the newly constructed ITI establishment at the sub-division. CM believed that Sagalee had the potential to attract lot of tourist for its unique and picturesque serenity and scenic beauty. He asked all to work towards keeping the area clean and green to achieve the target.

CM was accompanied by DC, SP Papum Pare, Director Health Services and Zilla Parishad Member, Sagalee during the tour.

 

Ziro Music Festival

ZIRO, Aug 18: A meeting to review preparations for the ensuing Ziro Music Festival was held in the conference hall of the Deputy Commissioner, Lower Subansiri.

Various issues like power supply, water management, security, accommodation, first aid, parking places, ILP etc were discussed in length to ensure safe and comfortable stay of the participants and visitors during the festival.

MLA Tage Taki also attended the meeting and appealed to all HoDs to consider the event as an important one and volunteer necessary support.

This would be the fourth edition of the festival. Music bands from the country and abroad (Myanmar, Brazil) are expected to participate in the four-day festival scheduled to be held from September 27 at Ziro. DIPRO

 

Society seeks arrest of abettors of suicide

ITANAGAR, Aug 18: Claiming that one Kenpu Dong of Govt Middle School, Liruk, was abetted into committing suicide by some miscreants yesterday, the Akom Welfare Society has urged upon the Daporijo police to immediately arrest the culprit/s involved.

Further alleging that an altercation that began on the night of August 15 had led to the brutal assault of the girl just before the girl was found hanging in her room at Veterinary colony of Daporijo, the society sought exemplary punishment to the perpetrators of the crime.

 

Student-farmer interaction programme

ITANAGAR, Aug 18: RHWE-Rural Horticultural Work Experience, a unique farmers and student’s interaction programme which is part of the curriculum for the 4th year B.Sc Horticulture students of the college of Horticulture & Forestry, CAU, Pasighat is currently being organised at Bodak village under Mebo circle of East Siang district. The programme which started on 21st July will continue till 2nd week of September. After formal introduction with farmers and village heads, 37 students have been divided into four different groups to conduct the 8 weeks RHWE activity.

The students group demonstrated about rhizome treatment of turmeric along with comparison between traditional and prescribed planting systems in turmeric and cowpea. The farmers were also introduced to new promising variety of cowpea “Kashi Kanchan” and  extremely dwarf cultivar of Papaya “Pusa Nanha” which starts bearing fruit at about 1.5m height. Intercropping of Okra and cowpea, use of black polythene mulch in vegetable cultivation has raised the farmer’s interest.

Citrus, the major crop of Siang region is facing threat from Citrus trunk borer, Loranthus parasite. Keeping in mind this severe weed infestation problem, the group has taken up loranthus and weed eradication programme in proper scientific way, followed by stem plugging and injection to control trunk borer infestation. In the coming days, the group is planning to introduce soil health card, post harvest managements, different processed products from locally grown crops, mushroom cultivation techniques to farmers along with several other projects of RHWE & expert’s support in their different farming issues.

Dr. R. Saravanan, Co-ordinator , RHWE stated that, “Such programme is an opportunity for the students who are aiming to serve the nation in agricultural sector as researchers , officers, professors etc to test their skills in practical field. This kind of initiative will help India to achieve sustainability in agri/horti sector”.

 

IFCSAP clarification

ITANAGAR, Aug 18: Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP) in a release stated that it was not against a Naga Peace Accord which does not disturb the peaceful atmosphere and territorial integrity and sovereignty of Arunachal Pradesh.

“Some sections of the people with vested interests are trying to defame IFCSAP for welcoming the Naga Peace Accord initiated by Govt. of India. No wrong message should be spread since IFCSAP had only welcomed the peace process initiated by Govt. of India with NSCN (IM),” IFCSAP said in a release.

IFCSAP will never compromise on its stand for preservation, promotion and protection of indigenous faith, culture and interests of people of the state. It never supported the demand for greater Nagalim, the release said, and urged the central govt. to take  special attention while putting ink on the Peace Accord so that indigenous people, culture and believers of Rang-Fraism in Tirap, Changlang and Longding are not be affected by the proposed Peace Accord.

Further, IFCSAP urged the Arunachal Indigenous Tribal Forum (AITF) to go through the press statement issued on August 7. IFCSAP mentioned about content of the peace accord nowhere in the press statement. It only welcomed the peace accord initiated by Prime Minister Narendra Modi.

Moreover, MoS for Home Affairs Kiren Rijuju also clearly said that “the peace accord is just a framework to settle the decade old Naga insurgency in North East and details of peace accord are yet to be worked out”, the release added.

 

NHPC contributes for ITI Roing

ROING, Aug 18: The NHPC Dibang Multipurpose Project, in a programme attended by MLA and Parliamentary Secretary (Horticulture) Mutchu Mithi, contributed Electrical Mechanic Trainer (EMT) Kit worth Rs 7.5 lakhs, for Electrician Trade and Survey Equipments to Survey Trade of ITI Roing, on Friday last.

The handing over was done by GM DMP VK Maini in presence of the MLA, officers from NHPC, Principal ITI Subhas Pertin and other staff members of ITI.

According to the NHPC, which has taken the training institute under its wings since 2009, almost Rs 57 lakhs has been spent by the power giant for its up-gradation.

 

Nao-Dihing erodes croplands, gardens

ITANAGAR, Aug 18: Like previous years, floods brought tears for Jyotipur and Dumpani villagers of Diyun circle of Changlang this year too.

Overflowing Nao-Dihing River due to incessant rains for the last few days eroded a large area of betel nut gardens, crop lands, bamboo garden causing heavy loss to the villagers. There is also every possibility of out-break of waterborne diseases like diarrhea and other chronic diseases.

Meanwhile, the villagers are awaiting help from the local administration.

Arunachalee students in lurch

as Centre cancels BDS seats

ITANAGAR, Aug 18: Students from Arunachal who were selected to undergo four years Bachelor of Dental Sciences course based on their Arunachal Pradesh Joint Entrance Examination (PCB) 2015 has been left in serious trouble with MHRD refusing to grant permission to admit new students.  

Directorate Higher and Technical Education in response to a question from this daily said that MHRD’s letter cancelling allotments of seats reached them after the students were already allotted the seats by the department. It said that seats were allotted based on last year’s approved quota.

Dental College, RIMS, Imphal has a capacity of 50 students drawn from all over the country.

However, the students who are already students in the institute will not be impacted by the latest decision of the centre, according to an official source.

Kaling Siram with APJEE ranking of 31 followed by Obinam Muang and Jina Nacho and Keter Loya ranked 31, 32, 33 and 34 were allotted the dental seats this year by the Directorate of Higher and Technical Education based on their performance at the state entrance exam.

Elison Siram, whose son is one of those affected by the decision, said that children are suffering for no fault of theirs.

We came to know that the Dental Council has disapproved the College only after we were at the college to seek admission, he said.

Now, the students in a joint letter to the state government have petitioned for alternative seat arrangement for students selected for admission in RIMS dental College.

Now, the solution lies with the Director, Medical Education (I&R) and Department of Higher and Technical Education how they accommodate the students who have been deprived of a chance to start their four year course.

 

 

First all-women Apex Bank branch at Nlg open

ITANAGAR, Aug 18: Chief Minister Nabam Tuki today inaugurated the first ever all women banking institution of the state – the women branch of Arunachal Pradesh State Cooperative Apex Bank at Naharlagun. The fully computerized all women branch – after the all women police station at Itanagar – will be manned by only women staff of the bank. Besides other banking facilities like NEFT, RTGS, etc, the branch would also offer lockers to women customers for safe custody of valuable assets like ornaments, documents, traditional belongings, etc.

Congratulating the Apex Bank,- the state’s lone public sector banking institution- the Chief Minister termed it as another stepping stone towards emancipation of women of the state. He called upon the officers and staff of the bank to ensure good, efficient and friendly customer services that will boost its growing popularity from strength to strength.

Calling the bank as ‘People’s Bank’, he advised the bank to establish more women branches and extend loans to women as they are more sincere in repayment of loan.

“Women Self Help Groups (WSHG) should be mobilised all over the state with the support of NABARD so that the women folk who are the backbone of the society are encouraged,” he said.

Tuki lauded the Apex Bank for successfully facilitating implementation of state government flagship programmes such as Chief Minister’s Paryatan Vikas Yojana, Chief Minister’s Agri-Mechanization Programme, etc through subsidies. He said various subsidies cum loan schemes of the state government aimed to generate employment for youths would be routed through the Apex Bank and called for sincerity on part of the bank employees.

He also lauded the bank for introducing the micro ATM, which he observed would be a game changer as even illiterate customers would be able to avail facilities like withdrawal, depositing and transfer of funds from remote places.

Emphasizing on the bank’s role in offering banking solutions to the people, the Chief Minister said the government will continue to support by providing guarantee to NSTFDC for mobilization of resources in cheap interest rates for BPL families and the weaker section.

Responding to a memorandum submitted by the Arunachal Pradesh State Cooperative Apex Bank Employees’ Association, Tuki admitted the need for a permanent head office building for the bank with all facilities including training cum capacity building center. He assured that funds would be placed for the same in the next budget of the state.

To mark the occasion, Tuki also opened a savings account for his mother with the newly opened branch besides inaugurating the bank’s website.

The inaugural function was also attended by Jomde Kena, Parliamentary Secretary for Cooperation and local legislator and Parliamentary Secretary for Urban Development & Housing Techi Kaso. Apex Bank Chairman and Managing Director with other officials were also present.

 

 

Where have our engineers gone ?

The Engineering departments in the state should consider themselves extremely fortunate that people of Arunachal never ask them uncomfortable questions. The day people start asking questions, these departments will have to come up with rather very good excuses, because physical achievements are close to nil. But than what can we expect from the state where top engineers are known more for financing candidates, if not sponsoring wives and siblings to stand in elections.

PWD, RWD, PHED and Power department have 18 Chief Engineers combined.  PWD alone has 8 Chief Engineers, a case of serious overcrowding in a state like Arunachal. The numbers can't be ignored anymore because the output is pathetic, to say the least. The capital road, if we can call it roads is one example of just how seriously rotten the system is.

A point has come where no amount of explanations, statistics, and facts and figures from the department and its contractors is going to make sense anymore. The politicians are not bothered. Their worry is to win elections and that necessarily do not amount to being worried about the state or the welfare of its people.  

The only few meters of road worth calling a road and have withstood the rains are the ones leading to Raj Bhavan and Chief Minister's bungalow. The case is same everywhere else in the state. There have been instances where people dreading the lack of quality work have downrightly rejected PWD in the state.  Do we need to say more?

Roads, water and power are basic necessities for citizens. If we can't get it without demanding so vociferously, there must be something seriously wrong somewhere. We can't be forever blaming the rain for bad roads, the soiled water and the electric poles that seems to fall off so frequently.

The works department cannot afford to be so sluggish for so long. Enough time and resources have been provided and blame game need to stop. If the departments cannot guide the contractors to come up with quality work, it does not reflect on the contractors. It shows utter lack of accountability and responsibility on the part of those signing the cheques.  

Like elsewhere, people of this state deserve provision of bare minimum necessities like road communication, power and water. Even in a state where people have not learnt to ask questions as yet, the departments seriously need to introspect where they have gone wrong. Perhaps the answer is going back to basic engineering and being more responsible to the job assigned and to the people. Road network worthy to be called a road, drainage, pedestrian paths, taps with running water and bulb that  at least flickers is what the people of this state deserve, if not respect from these government departments.

 

 

Land compensation should not be

a hurdle to development: Natung

SEPPA, Aug 18: Parliamentary Secretary for Tourism cum MLA 11th Seppa West Assembly Constituency Mama Natung said that land compensation should not be a hurdle to development.  He was addressing a public meeting at Pakoti village (8 kms off Seppa town) during one-day developmental outreach tour on Monday.

Stressing on importance of road communication, Natung said that road is key to development of any place. He appealed to the public to cooperate with the executing department and contractor of C/O Pakoti-Richa road falling under the village (Pakoti).

The Parliamentary Secretary was accompanied by DC East Kameng Sandeep Kumar Singh, former Minister Hari Natung and entire head of departments and PRI members during the tour.  

Highlighting various welfare schemes initiated by Nabam Tuki led government; he claimed that many political parties and organisations are trying to malign the image of the ruling government by spilling financial mismanagement beans around.

Natung further informed the gaon burahs (GBs) that the present government has initiated so many welfare schemes, including universal health insurance scheme for common people, particularly the decision to provide colour TV sets and mobile phones to GBs so that they can access to government policies and programmes.

Responding to a memorandum of Pakoti Valley Welfare Society submitted by Organising Committee Chairman Loga Tallang, the Local MLA informed the public that fund for labour room in Primary Health Centre Pakoti had already been sanctioned. He also assured to take up new circle headquarters issue with concern authority and also assured to pursue for allocation of fund to construct Bailley Bridge over Kameng River at Pakoti which would reduce the communication bottleneck of the area.  

Earlier, he laid the foundation stone for construction of Pakoti-Richa road funded under NABARD and implemented by PWD Seppa. He also inspected the PHC Pakoti and School to assess their condition.

Deputy Commissioner Sandeep Kumar Singh in his address encouraged the people to take up agriculture and horticulture activity so that they can make themselves economically viable and self-reliant.  

East Kameng Social Welfare Cultural Organisation (EKSWCO) General Secretary Nikam Tallang  pointed out the impact of child-marriage while educating the public on common social vices.

ZPM Chongku Sangdo appealed to the local MLA to initiate the Pakoti Circle Headquarters with concern authority.

Hundreds of people from eight villages attended the meeting braving the heavy downpour. Renowned Arunachal singer Jely Kayi enthralled the audience with his dual (male-female) voice in a recreational function held later.

 

 

Traders booked under Legal Met. Act

ITANAGAR, Aug 18: The Itanagar unit of the Department of Legal Metrology & Consumer Affairs booked 12 traders and shopkeepers from market areas here for violation of various provisions under Legal Metrology Act and Rules. The traders were found selling imported packaged commodities at exorbitant rates beyond Maximum Retail Price (MRP). Besides, declaration made on the packages are printed in foreign languages that are not in conformity with the laid down norms of the Standards of Legal Metrology (Packaged Commodities) Rules, 2011 which is a gross violation of the statute.

Besides, a few cases of irregularities were booked for using unverified weights and measures by the traders during commercial transactions,

Assistant Controller (LM), Papum Pare District Amrit Taba led the inspection, who was assisted by the jurisdictional Inspector (LM) Gamkhong Singpho.

Remote Palling gets road connectivity

YINGKIONG, Aug 18: Opened in 1990 as an administrative headquarter in Upper Siang District, Palling, a remote administrative outpost has been connected by road communication on 16 Aug last.  

Parliamentary Secretary PWD Alo Libang inspected the newly constructed and completed PWD road from Likor to Palling funded under NLCPR covering around 15 KMs.

Addressing the people of Palling at the village dere, Parliamentary Secretary Alo Libang said that his dream and people's long felt need has been fulfilled by the linking the village by PWD road.

The Parliamentary Secretary informed the people that he has recommended to the govt for double lanning of Yingkiong to Bishing road under Trans-Highway.  The Deputy Commissioner Remo Kamki asked the Gaon Buras to carry out the executive order prohibiting the cultivation of opium, marijuana, use of liquor by school children.

Responding to the demand for appointment of Gaon Buras, Kamki informed that the government has banned new appointment in this regard for the time-being.

Simai inspects on-going projects

JAIRAMPUR, Aug 18: MLA Laisam Simai  has  inspected  all the on-going PWD projects worth more than Rs. 5 crore under Jairampur and Nampong area today.  

Accompanied by Jairampur PWD Executive Engineer CS Choutang and Assistant Engineer Tatam Toko, Simai first visited the World War II Memorial Museum (WW-II MM) worth approximately Rs 2 crore project near Jairampur township. He interacted with the contractor of the double storey museum who assured to handover the project by the end of September.  

Later, the three-member team visited the under construction type III doctor’s quarter worth Rs. 12 lakhs  at Nampong. Nampong PWD AE Indira Taikam, JE Hommung Tangha and JE Hangkam Tangkhu joined the visiting team to brief the local legislator regarding the various on-going projects in the circle headquarter.

The team also inspected the 1 Km long CC Pavement in Nampong Township road worth Rs 55 lakhs leading to Nongthey village and also visited the Rs 1 crore 52 lakhs three storey border trade shopping complex. “Shopping complex will at least encourage 30 entrepreneurs from our local community,” a hopeful Simai said. “The shopping complex with 30 shops will be concluded in three months time,” informed EE C Choutang.

The team also visited newly completed SDO Type III & IV quarter worth Rs 73 lakhs. Accompanied by Nampong SDO K Tikhak, the team visited the Trade Development Officers Office Building cum Guest House located on the way to Pangsau Pass. “The double storey building was built at a cost of Rs 73 lakhs under SPA,” disclosed the EE. Later the team inspected the renovated log bridge at Nongki village.

Simai has expressed satisfaction at the progress and quality of all the projects under PWD.

Simai also inspected the work progress of the newly laid 33 KV power sub-station near Namgoi village.

 

 

Independence Day celebrated

ITANAGAR, Aug 18: The 69th Independence Day celebration reports are still pouring in from various parts of Arunachal Pradesh.

Along with the rest of the country the people of Upper Siang district also celebrated the Independence Day with great enthusiasm.

At Yingkiong, Parliamentary Secretary Alo Libang hoisted the national flag at general ground amidst huge gathering and paid tribute to the Father of the Nation Mahatma Gandhi and other freedom fighters who laid their lives for the cause of the Nation.  

In his address Libang described India as the fastest developing nation in the world and sought cooperation of people, Govt agencies and panchayat leaders to make the Upper Siang district a role model for other districts of the state.

March past by children from various schools, display of cultural tableau, exhibition stalls and prize distributions were the other highlights of the day-long celebration. Deputy Commissioner Remo Kamki gave away the prizes to the winners in various disciplines.

Earlier, Kamki also unfurled the national flag at DC office premises.

The Independence Day was also celebrated at Mariyang, Geku, Katan, Tuting ADC Hq and Jengging in befitting manner.

At Chayangtajo in East Kameng district, Parliamentary Secretary, Health & Family Welfare & Fisheries Karya Bagang unfurled the National flag on the occasion of Independence Day celebration.

In her address, Bagang highlighted the flagship programmes of the state Govt and appealed the public to rise above the petty political differences for all round development. VKV and Polytechnic college have been established at Chayangtajo for better education of the children, she said. Bagang further informed that roads, which are not covered under Arunachal trans-highway, have been included under state highway and the Seppa-Chayangtajo road extended upto Sangram is one of them.

Later, she inaugurated SBI branch building in presence of officers & officials, PRI members and public.  

The Independence day was also celebrated with various colourful programme at Higi Bagra general ground. Unfurling the National flag on the occasion, Aalo West MLA Tumke Bagra highlighted various developmental activities undertaken by the Govt and sought cooperation of all officers, officials and stakeholders of Bagra circle for its rapid development.

He advised the student community to be sincere in their studies and keep themselves away from drugs, alcohol and other bad habits.

The march past was participated by the students of Bagra Secondary School, Doji Upper Primary School and Angu Middle School. This was followed by day-long programme of games and sports competition amongst the students. Bomkar Angu who secured highest marks in class XII result-2014 was awarded with Lt. Dagi Bagra scholarship prize of Rs.30,000 with certificate and mementos were also distributed to the meritorious students under Pushi Bango area.

The Independence day was celebrated with literary, games and sports and cultural programme at Hiya village. The Hiya-Lumtey Youth Association (HLYA) organised a tree plantation programme in Hiya Government Secondary School campus on the auspicious occasion of Independence Day. A large number of people including Govt officials, panchayat leaders and the executives members of AAPSU, AAPUU, ANSU, AKKDSU, NNSPSU and HLYA participated in the programme which was inaugurated by Tadar Rodo, Block Education Officer (BEO), Nyapin and Phassang cum Headmaster in-charge of Govt. secondary School Hiya.

The members of HLYA also visited the Govt. Primary School Yarda (Hiya), Govt. Primary School Lumtey (Hiya), Health Sub Centre Hiya and Paya Mini Hydro Project (Hiya).

The Independence Day was also celebrated in a befitting here at Kimin ground wherein Ngurang Pinch, Chairman of Agriculture Produce Marketing Board, unfurled the National flag amidst a gathering of Govt officers, panchayat leaders, GBs and general public.

At Kakoi located at Assam Arunachal boundary ASM Goya Yalar unfurled the National flag at Kakoi general ground. Colourful cultural programme and games and sports were the part  of the celebration.

The Independence day was also celebrated at Miao where TS Ronrang, Anchal Chairperson unfurled the National flag.  (The name of the place was wrongly printed as Kharsang in place of Miao in the I-day news published in this daily on August 17 last.)

 

 

CM holds pre-SDC meeting to streamline prog implementation

ITANAGAR, Aug 18: Chief Minister Nabam Tuki held a pre-State Development Council (SDC) meeting with all the Commissioners and Secretaries of the state government here this afternoon. With the creation of SDC in place of State Planning Board, Tuki has embarked on the way to streamline the planning and execution processes of all schemes, especially the centrally sponsored schemes (CSS).

Today’s meeting was first of a series of meetings chalked for this week.

Presiding over the meeting the Chief Minister called for all out efforts in pursuing with line ministries of Government of India to achieve the expectations of all centrally sponsored schemes projected by the departments which have been reflected in the Budget. He said this will be one of the important criteria for judging the performance of departments from this year.

Tuki suggested optimum utilization of the Delhi Resident Commissioner’s office for pursing CSS with the line Ministries of the Center. He also suggested a time frame of seven months of efforts and laid emphasis on performance implementation giving direct benefit to the people.

Since all CSS have been made a part of the State Plan, the Chief Minister asserted that the Planning Department needs to coordinate all such schemes for which the government has decided that any proposal / Utilisation Certificate to be submitted to Government of India should be routed through Planning Department. Accordingly, Finance Department should also keep the Planning Department informed about all receipts and releases under CSS.

Tuki informed that the cabinet has decided to provide state share in advance to crucial sectors such as health, education etc while the state share against other CSS will be released on time subject to submission of all relevant information and records by the departments concerned. He advised the departments to provide complete information to the departments of Planning and Finance in this regard to enable them to release the state share at the earliest.

In order to streamline the planning and implementation process, the Chief Minister called for a system of quarterly review meeting at the Chief Secretary level and report be submitted to his office. He also directed the Commissioners and Secretaries to make tours of the districts and review the development process and implementation of schemes.

SDC will hold its 1st phase of meetings from 19th to 25th August with departments having no or very small component of CSS. Concerned departments have been informed accordingly while the 2nd phase will be intimated shortly.

 

 

President bereaved as wife dies at 74

Governor, CM mourn death of First Lady

ITANAGAR, Aug 18: Suvra Mukherjee, wife of President Pranab Mukherjee, died at New Delhi this morning, 11 days after she was hospitalised in a critical condition, reports PTI from New Delhi. She was 74 and leaves two sons Abhijit, a Congress MP, and Indrajit and daughter Sharmistha, a spokesperson of the Congress.

Arunachal Pradesh Governor J P Rajkhowa and Chief Minister Nabam Tuki deeply mourned the sudden demise of the First Lady Suvra Mukherjee and wife of the President of India, Pranab Mukherjee.

In his condolence message addressed to Pranab Mukherjee, the Governor said” I am deeply grieved to learn about the sudden passing away of your beloved wife and the First Lady, Suvra Mukherjee this morning.”

A highly accomplished vocalist of Rabindra Sangeet, the First Lady founded the “Geetanjali Troupe” and played a vital role in propagating the philosophy of Rabindranath Tagore through performances of the National Poet’s poems, songs and dance-dramas. A deep void has been created in the ‘Cultural & Art world’ with her sudden passing away. A multi-faceted personality  and  a  highly  religious and spiritually guided person, the First Lady also made immense contribution to the ‘Art world’ through her superb paintings and she had also authored two books. A totally apolitical Lady, she epitomised the greatness of the ethos of India,” the Governor said in his message.  

On behalf of the people, state Govt, on his own behalf and his wife, Rita Rajkhowa, the Governor conveyed heartfelt condolences and prayed to Almighty God for eternal peace of the departed soul.

In his condolence message to Pranab Mukherjee, CM Nabam Tuki said “I know this would be the most trying times for you and family members to cope with the irreparable loss. I hope my humble words of consolation would ease the grief even if a little. In this moment of grief, I on behalf of the people of Arunachal Pradesh extend our solidarity with you and share your pain inflicted by the greatest and saddest truth of life.”

First Lady Suvra Mukherjee will always be remembered by the people for her multi-talented personality. In her demise the country has not only lost the First Lady but has lost a luminous artist and singer who founded the “Geetanjali Troupe” to propagate Rabindranath Tagore's philosophy through songs and dances. In her, we have also lost a highly talented painter and an eminent author, the CM said.

“I pray Almighty God to bestow you with strength to bear the loss. May the soul of one of the ablest daughter of the country rest in peace in heavenly abode.”

Education Minister Tapang Taloh, Parliamentary Secretary Tatung Jamoh, Lok Sabha MP Ninong Ering, MLA Lombo Tayeng, MLA Kaling Moyong, MLA Kento Rina, Advisor to Chief Minister Bosiram Siram and Deputy Commissioner Isha Khosla today condoled the death of First Lady Suvra Mukherjee.

In their messages, they expressed deepest condolences and prayed the almighty to give Rashtrapatiji and his family the strength to bear the loss, Pasighat DIPRO added.

 

 

48-hour Mechukha Sub-Division bandh from Aug 24

ITANAGAR, Aug 18: Upon expiry of its 7-day ultimatum served to the law enforcing authority to arrest the culprits involved in the murder of late Kali Bulo, the Adi, Memba and Tagin Cultural Society including students’ organisations of Mechukha sub-division under the banner of Boh Ramo Bokar (Adi) Elite Society today declared 48 hours Mechukha sub-division bandh as first phase of its agitation against the alleged police inaction from August 24 next.

Kali Bulo, as assistant teacher of Govt Higher Secondary School, Mechukha, was found dead under mysterious circumstances in his quarter on August 5 last morning. The incident had sparked widespread outrage among the people of area in particular and state in general, following which the organisations had served a seven-day ultimatum to the law enforcing authority.

The bandh will effect from the morning 5.30 am of August 24 next to morning 5.30 am of August 26 next.

In its intimation letter addressed to the Additional Deputy Commissioner, the organisations expressed dissatisfaction over the sheer delay in making any headway into the mysterious murder case of teacher.   

Further, it strongly demanded for SIT to expedite the investigation into the case and trace out the culprits at the earliest. “The delay in investigation process might encourage the criminals to commit more such crimes in the area”, it added and threatened to resort to second phase of agitation if the police fail to immediately arrest the culprits.

Meanwhile, magistrate on duty, hospitals, pharmacies, ambulance would be exempted from the purview of the bandh.

Meanwhile, All Tagin Students’ Union West Siang Unit (ATSUWSU) today organised a protest rally at Mechukha town against the alleged police inaction in Kali Bulo death case and demanded a SIT investigation into the case. Around 300 students joined the protest rally.

Later, the protesters served a week’s ultimatum to Mechukha ADC and Officer-In-Charge Police Station Mechukha for immediate arrest of the culprit involved in crime and hand over the case to a SIT failing which they threatened to launch democratic movement in order to get justice.

They also demanded immediate installation of CCTV cameras in all corners of Mechukha Township.

 

 

GoAP urged to include 2 smart cities in the state

ITANAGAR, Aug 18: After the decision to select Pasighat as a smart city under the Union government launched Atal Mission for Rejuvenation and Urban Transformation (AMRUT) scheme was announced, the state government has been receiving both bouquets and brickbat from various quarters of the society.

The Joint Action Committee (JAC), which is a conglomeration of civil societies, unions and association of the state including; All Arunachal Contractor’s Welfare Association (AACWA), Arunachal Civil Society (ACS), All Arunachal Pradesh Youth Welfare Association (AAPYWA), All Arunachal Pradesh Poor People Union (AAPPPU) and Arunachal Anti-Corruption (AACS), has in a conference at the Press Club here today, expressed its displeasure over the state High Power Committee’s decision to recommend only Pasighat as smart city for the state.    

Addressing media persons, AACWA president-cum- JAC chairman, Takam Padu said that though the committee hails the central government’s proposal, it is however, dismayed over selection of only a single city from the state and further appealed both state and union governments to consider recommending at least two smart cities in the state.

‘We do not oppose the central government’s decision to make Pasighat a smart city but we do urge the both centre and state governments to consider recommending two smart cities including, Pasighat and Itanagar/Naharlagun to ensure unified development in every part of the state’, Padu said adding that the High Power Committee should have sought suggestions from the people and various stakeholders before arriving at a decision over such an important issue. He also blamed lack of vision among politicians regarding developmental issues for their failure to recommend both the twin capital cities of Itanagar and Naharlagun as smart cities.  

Arunachal Civil Society chairman Patey Tayum also said that the twin Capital cities have failed to fulfil the criteria framed by the Union Ministry to be approved as a smart city because of the absence of proper town planning which is further hampering its progress and development.

While squarely blaming the state government for not properly utilizing the funds meant for development of the Capital cities, Tayum claimed that despite sanction of adequate funds infrastructure development in the state is far behind other North-eastern states of India.   

The JAC has also submitted a memorandum to the CM seeking reconsideration of the High Power Committee’s earlier decision to recommend Itanagar, Naharlagun and Pasighat as smart cities.

 

 

Children’s library at Bana inaugurated

SEPPA, Aug 18: The Children’s Library made possible by initiative of Bana EAC office and ICDS Project was formally inaugurated by Seppa ADC Pooja Jain. The library is within the office of EAC Bana.

Five schools of Bana were given a wall each of the library for wall paintings. The beautifully decorated walls by the students with best of their abilities were totally appreciated by ADC Jain.

Library targets the Anganwadi kids and primary school going children informed, Abu Taba, i/c EAC cum BDO Bana. He said that currently the library has 195 books covering various subjects, comics, picture books, encyclopedia etc contributed by individuals. He asked the children to make best use of the library and help each other learn from it.

Bana CDPO D.K. Thungon briefed the gathering on the back ground behind the library. He hoped that the just concluded annual interschool literary and arts competition in Bana would continue.  

The competition is conducted every year by the offices of EAC and CDPO. This year too folk story writing, poster making, poem writing and Quiz competition were conducted.

Pooja Jain said she was honoured to be part of the noble initiative and appreciated the effort of the officers.

She requested the PRI members and public to contribute to the library. Gifting a book to Library on child’s birthdays can be way to contribute to the library, she said.  Later on, she had lively interactive session with school children.

Donblai Degio, ASM Bana donated his annual ASM honorarium to the Library. Nyodu, Head Master Govt. Sec. School Bana and one child from every school present spoke on the occasion.

The programme was attended by teachers and students of Bana, PRI members and Govt. officials of Bana.

 

 

One day symposium on HRD, quality education

ZIRO, Aug 18: Indira Gandhi Technological and Medical Sciences University, (IGTAMSU) Ziro conducted a one day symposium on Human Resource Development, quality education and training in professional area and new paradigm of skill development at Abotani Hall, Hapoli today.

Director, IIM Kashipur, Prof. Gautam Sinha, presented the vision document on Resource Development and quality education and training in professional area.

Principal Monitoring and MIS, National Skill Development Corporation, New Delhi Dr Sapna Poti highlighted about the new paradigm of skill development in North East states with special reference to Arunachal Pradesh and MD, Sigur Green Tech, Odisha Dr. P.K.Ranjan, dealt in length the need, challenges, training and employment opportunities in alternate energy sectors with context to establishment of Solar Energy Research Centre with IGTAMSU.

Attending the programme, Parliamentary Secretary Education, Bamang Felix stressed on the need to generate skilled manpower, as govt. sector alone cannot provide employment to all.

“The present government under the dynamic leadership of Nabum Tuki is leaving no stone unturned to provide assistance in the form of job melas, special fund for unemployed engineers to set up their manufacturing units etc to encourage entrepreneurship. Lets us be job givers than be job seekers”, he said.

While congratulating the IGTAMSU team for roping in learned experts from across the country, Felix extended the governments support for its endeavour, and at the same time cautioned all the private schools and colleges across the state to refrain from making the campus as business campuses as the present government has adopted a zero tolerance in the education sector.

Also attending the programme, APCC President Padi Richo, who’s also the member of the Governing council, IGTAMSU and instrumental in setting up of the university at Ziro, appealed the people and the government to support the university to grow upto its potentials. He was positive that with passage of time the university will be able to produce skilled and trained people, to cater to the demands of technically efficient people. He requested the Chancellor of the university Arwind Kumar Das to provide free one year courses in computer education and PGT, to which the Chancellor readily agreed cementing their convictions to provide and not to derive. Richo also informed about the Google Hub that was inaugurated by Felix in August, 2014 which supplements the shortage of teachers by providing online and offline teaching aids.

Lower Subansiri SP Tumme Amo, who is also the advisor of IGTAMSU while speaking on the occasion dealt elaborately about the prevailing security scenario in the district and advised the students to be alert and not to misuse their freedom.

Director, IIM, Kashipur Prof. Gautam Sinha informed that the premier institution in collaboration with IGTAMSU will facilitate knowledge exchange by training the faculties and exposure trips for selected students from the state to premier institutes. Faculties of IIM, Kashipur will also provide technical support for various programmes of IGTAMSU.

Dr.P.K Ranjan also informed that the first of its kind Solar Energy Training and Research centre will be set up in collaboration with IGTAMSU, which would go a long way in garnering solar as alternate energy. The programme was also attended by DC Kanki Darang, DDSE Yumlam Tana, officials from education dept, HoDs, PRI members, teachers and students. (DIPRO)

Create healthy atmosphere

The selection of Itanagar under Atal Mission for Rejuvenation and Urban Transformation [AMRUT] by the Ministry of Urban Development, Government of India has given ray of hope to the citizens of capital complex. Itanagar is one of the 500 cities/towns to be covered under this newly launched scheme. Rs. 36.84 crore has been allocated as part of this scheme for the year 2015-16. Under this programme importance will be given to the improvement of basic civic amenities.

At present Itanagar lacks all the basic amenities which a city/town is supposed to have. Illegal encroachments of government land have totally changed the geographical features of capital region. The scope for the beautification of capital is diminishing due to non-availability of land. Itanagar has one of the worst drainage systems and in some case drain does not exist at all. The poor drainage system creates havoc during monsoon season and is one of the main reasons for destruction of capital roads. The fund received under AMRUT should be properly used to improve the civic amenities in capital region. The wastage of public money should be avoided at any cost. Capital complex is considered to be gateway to state. Therefore every effort should be made to improve the living standard. The citizens also need to contribute their bit and create healthy atmosphere for the proper implementation of developmental projects.

Are we doomed to be in darkness forever?

Dear editor,

Through the columns of your esteemed daily, I would like to draw the kind attention of the power department of Basar town. Basar being one of the oldest Townships in the state is still deprived of many civic amenities, one of them being a proper power supply. Are we really doomed to be in dark forever?

 The frequent power cuts have made it difficult for the denizens to live a life of normalcy. The routine of power cuts begin with the rays of sun falling on your window sill. Once it is daybreak, there's no electricity in the whole town. So without beating around the bush, it is a kind request to the power department to resolve the problem as soon as possible.

Merit will be the only criteria

Dear Editor,

This is in response to a letter published on 18th August in your esteemed paper under the heading "A different ratio" regarding unfounded apprehension cast against the IPR Department in conducting of UDC interview. Clarification about the allegation is given here:

It is true that the advertisement was published in 2012 for UDC, Projector Operator, and Helper but because of ban imposed by government for new recruitment, it was not conducted on time. The present interview is being conducted only after due approval of government was obtained.

Generally the ratio for interview is 1:3 but 1:5 is also under accepted norms. Necessary consultation in this regard was made with Administrative Reforms Department.

The entire process of interview is fair and there's no reason to believe that there will be nepotism or favoritism while selecting candidates.

The "Worried parent' should rest assure himself that there is no reason why his son can't get selected if he performs  well  in the examination as only merit will be the criteria for selection of candidates.

Erratic power supply

Dear Editor,

Some portion of Nirjuli, the gateway to state capital of Arunachal Pradesh and the hub of power distribution system for the state capital has been experiencing frequent power cuts.

Business establishments which depend on electricity have no proper opening time as the opening and closing time depends on the availability of electricity. Some shops open their business at 1.00 PM and some time at 5.00 PM all due to power cut. On enquiry it reveals that some repair and maintenance work is going on so the power cut. How soon the dream of 24x7 hours of electricity is going to be a reality. What is the meaning of producing surplus electricity if we are not able to distribute it to the consumers in a hassle free way?
